Would people go to Riverside or Redlands instead?
Frequently. Riverside carries dates and has the Mission Inn district; Redlands has a compact walkable downtown that draws the Inland Empire crowd.
Does the Cajon Pass affect the crowd?
Indirectly. It is the main route to the high desert and Las Vegas, so San Bernardino sees a lot of traffic passing through rather than staying.
